Parking Brakes and Toe Brakes too Weak

I can not do a full power run-up in the Cessna 152 without the plane moving forward. Any way to change this. I use the parking brake and the toe brakes and it still moves.

Even moves the aircraft when on dirt strips.

the parking brake in the C152 and C172 is useless on run up IRL as well, but toe brakes should normally work. I am not having problems

Here’s a video clip of the behavior. Note the brakes are ON when I first glance down at my feet. Watch as I lift and apply them with no apparent effect on the aircraft. (Look at the tire marks in the “gravel” from my last attempt! Those look like, what, 6 inches deep? What is that, mud? Is that why I’m just sliding through it? There is zero adhesion in slippery mud??) [Worthless Brakes]

With brakes on full It slides in the 152 on pavement. Still slides in dirt but not as much I think.
