Are you using freesync? On my Ryzen 3600 with 2060 Super I turned vsync etc off and made sure gsync was on. Works nice and I often don’t notice when it jumps around 60 to 30 and back. I haven’t tried the big passenger stuff.
You definitely shouldn’t be looking at reducing scaling on 1080.
