I am trying to remove the annoying pop ups that appear when you hover over a cockpit instrument control. Under Options–>Assistance → Notification = HARD. This sets all sub-categories = OFF but it has no effect or am I doing something wrong?

I believe there is another thread already discussing exactly this, and a user has found a way to do it.
I believe there were some unwanted side effects though, as it disables all pop-up tooltips.

I am the creator of the no tooltips tweak, I was suggesting that it may affect other notifications, but so far we have had good reports from onAir and Linda integrations, another user created a smaller text see through version and that is also included in the zip, We were able to make it into a community patch so give it a try, if it breaks anything you can simply remove it from the community folder.

I have the Steam version unfortunately, I have been told by ms store users that the community version of the tweak works.
I believe this might help you
C:\Users[Your User Name]\AppData\Local\Packages\ Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\Packages\
There should be a folder named Community in there, just pick which ever tooltip you like and drop the folder in there.
