I had this issue too. What I did to fix it which didn’t make a ton of sense but worked was to go to the control panel, go to game controllers and reset calibration.
to do this: in the type here to search box type: Control panel
In the search box in the upper right type: Game
You will see “setup usb game controllers” below, open that
Find your controller and reset it to default calibration
For some reason the calibration was off on my rudder pedals causing the brake to be applied all the time and this fixed it. You may have the same issue. The reason it was weird was no other game had an issue with the calibration.
