It adds to development some, but surely even if the decision was to go with an aircraft that only had systems that both platforms could support, that both platforms would be tested, and both platforms support is going to be done for. If the decision is being based on the ability to just be able to test and only support one platform, then the discussion of what way best to go seems moot.
