If I understand correctly, your problem is that the ATC does not clear you for descent early enough?
If so, that’s a known problem which has nothing to do with the Precision Manuals Development Group 737, the same thing happens on a regular basis with other planes - I’ve seen it with the FBW A320neo, too.
