I had the same problem. 60 fps while cruising and 20 on the ground at any airport. The culprit of the problem was “Terrain pre-caching” setting. In my case setting it to high or ultra tanks my fps on the ground. Setting it to medium or low I get 50 fps on the ground. I don’t know it this is a bug in the Terrain pre-caching feature. Give it a try maybe it helps.
