Pop Out Panel feature not working

I have been trying this feature of Right ALT + Left Click but the mouse cursor stays the same and the panel does not pop out. Other people say it works.

Is there a setting in the Keyboard and/or Mouse Control that has to be implemented?

EDIT:
I just discovered that if I change to the DEFAULT Keyboard Controls then it works. But I do not want to use the DEFAULT, so I wonder if there is a specific option that needs to be implemented??

After a lot of digging I found the option that needs to be implemented in the Keyboard Control Profile… NEW UI WINDOW MODE needs to have the RIGHT ALT button implemented and validated.
It now works.
