You can search for the file UserCfg.opt. It’s location varies depending on whether you bought the product on Steam or Windows Store. The last line in that file indicates current location of the Community Folder. Confirm it’s the same location you’ve been dropping the Community Mod folders into.
Secondly, ensure the Mod folders are the correct level folders. Some Mod Authors create a wrapper folder when unzipping the Mod - i.e., WrapperFolder\WidgetMod\WidgenModFiles. You want to drop WidgetMod folder and not WrapperFolder into the Community folder.
