I currently have the Standard version through one month Game Pass but that will expire in the next day or two. I’ve already cancelled my subscription. I will now be purchasing the Premium Deluxe version. The question is can I simply purchase this from the MS Store and install it over the top or must I uninstall the Standard and then install the new one?

As long as you purchase with the account you plan on signing in with, you shouldn’t have to reinstall. It’s a digital license.

I purchased the standard edition via Steam but don’t see upgrade options there. What is the best option to upgrade ?
Just purchased it. The additional assets appeared in Content Manager allowing me to download and install them.
Upgrading is possible via the ingame marketplace, but be aware that it’s quite expensive compared to what you’d have paid if you chose the desired version directly when buying the game.
Honestly, I’d currently wait to see if Asobo improves the aircraft they provided with the higher versions since they cannot be easily modded and currently are mostly unfinished.
At this time I’m pretty disappointed with the content of the premium deluxe due to many bugs and missing features, etc.
So since you already have the standard version, I’d suggest to stay with it and wait for upcoming patches, except if you urgently need the additional airports.
OK, this seems to be good advice. I am currently primarily enjoying bush flights or replicating scenic flights in places like Iceland. As such, not in urgent need of the additional content.
