No, unless you set Airport Vehicle/Worker Density to zero. General options>Traffic.
You could map a key to toggle pushback and use that instead of using ATC to call for pushback OR
install ToolBar PushBack which I highly reccomend (pc only). 390,000 downloads and counting.

hi ccrbc ,no is very simple if the airplane has an aircraft.cfg, you can remove the push back tug by setting
SMALL_PUSHBACK = 0

Yes, this is best way if you can access the .cfg file (not an option for Xbox or with some 3rd party aircraft). Just remember this will need redoing every time there is an update to the given aircraft and to make a back up of the .cfg before making any changes (PSA!)
You can open the aircraft.cfg in EVERY addon that has NOT been purchased from the marketplace.
