Pushback,fuel, trucks availability

Hello, just wondering if the numbers of actual pushback trucks etc, are directly proportional to the amount (%) of the airport ground traffic slider in the menu settings? To reduce the “no pushback vehicle available at the time” message from ATC.

OR

It has to do with SDK and each individual gate?

I find that if I am parked in a space not big enough for the aircraft ground services are never available
