ISSUE DESCRIPTION
Description of the issue: Unable to load passenger models from cold and dark at RAMP GA SMALL parking spots. There is no option in ground comms for loading passengers. GATE spots and RAMP GA MEDIUM work ok, even when they’re physically adjacent to a RAMP GA SMALL spot (i.e., this makes no sense and can’t possibly be intentional)

not intermittent but varies depending on airport
REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
- Free flight, load in cold and dark in the 172 at
- KFRG, spawn at ramp 311 small (upper left)
- Get plane turned on, tune ground services.
- Note that request fuel supply is only option
- Back out to menu, spawn in at parking 2, ramp ga medium
- Get plane turned on, tune ground services
- now request power supply, request passengers boarding start are available
- WHY ON EARTH DO PARKING SPOTS BEHAVE DIFFERENTLY WITH NO WAY TO KNOW IN ADVANCE???!!!??!?!?!?
- After further testing, this generalizes: RAMP GA SMALL and FUEL spots do not support passenger loading. All other RAMP GA and GATE spots do.
