Quick question, in reality do pilots plan what runway they will land at and the approach preflight or do they fly to the airport and let the airport tell them which runway to land at?

All flights start with a plan based on known conditions at the time the flight plan is created. All pilots are fully equipped and ready to adjust their landing runway based on updated weather conditions. All very normal.
