I’m pretty sure a bus tie ties more than one breaker together. If the switch did work in MSFS it’s basically a light switch for whatever its listed for. Looks like the switches you pictured would turn on/off power to the avionics and starter.
So why you would turn them off?
I think testing and if your charging system fails. You can save power so you don’t run your battery out before you land. Also, maybe if a fire occurs and you need to cut power to something.

These switches are non functional because you only need them in case of system malfcuntions which aren’t simulated in MSFS.
e.g.
