I had to do a clean install of Win 10 to my drive and then reinstalled the game from the Microsoft Store, all good.
I did the Nordic World update yesterday and noticed that the 4 previous World updates were not installed. So downloading and installing them now.
I am surprised that a fresh install from the store would not include all updates and patches to date.
What happens with a new purchase of the game,will it include the updates?

World updates are optional, so you have to manually install them from the Marketplace if you wish to.

Sim Updates are mandatory. The Store launch file(s) and bug fixes that accompany Would Updates are mandatory. The World Updates themselves are optional.
You have to specifically go into the in-game Marketplace and ‘purchase’ (albeit for free) the World Updates. You don’t have to do so if you don’t wish.
Well, the world updates are mandatory too, but you can choose if you want to install the content. If you didn’t install yesterdays update, you could not use the Sim. It would be reverting to the update screen. You have to download the installer which changes the startup screen. Then 85 files are downloaded (5.3GB). After this mandatory download you are free to install the 3.2 GB Nordic content.
You’re confusing the World Update with the patches and fixes that are released alongside them. The ‘World Update’ in this instance is the Nordic content, not the patches and fixes.
The patches and fixes are mandatory to ensure that everyone is singing from the same hymn sheet. The World Update content is optional.
To square the circle, the reason the OP is having to re-download all the World Updates is because they are optional. All the fixes etc have been incorporated (and perhaps even superceded) in the base game files. When you download the game afresh you get all the mandatory content, the patches and fixes. The optional stuff (i.e. the World Updates) are entirely up to the individual.
