[RELEASE] SPB2XML for MSFS 2020

This is an enhancement of the original spb2xml tool by lc0277 to work with MSFS 2020.

Summary of changes:

  • Decode text values used in MSFS 2020
  • Add propdef caching
  • Recursive extraction
