Please eliminate “flew overhead the airport unannounced” penalty altogether, it is nonsensical.

Must be ( another ) bug.
If it’s not a bug then I think it happens when entering an airspace without communicating. But since the EFB doesn’t provide informations about airspaces altitudes, then it should be disabled.
I’m thinking that something should have been added to the “quick reply” mission steps and it just never got done. Unfortunately however, the check/warning was implemented.
I reckon we’ll either see the warning removed or that missing step added to the “quick reply”, as leaving it in this state, as everyone has said, doesn’t make any sense at all. If the check were to be done correctly, which doesn’t seem to be happening atm, and this would increase realism, then I’d prefer for them to just make it easier to announce your intentions.
When you’re not under any ATC control (ie you cancel IFR and flight following), you can switch to the appropriate airport freq and report overflying. But that is unreasonable to have to do.
