The only reliable indication about the stall is AoA (and e.g. the correct approach AoA), not speed.
It has nothing to do with descending/climbing.
It’s valid in horizontal flight, going straight up and and straight down.
Basically every military aircraft, most newer airliners and even some GA aircraft.
