I have never seen any reference to this issue posted here.
This is a first.
It sounds more like a conflict to me.
If you are using any third party sim plug ins, I would try with them disabled,
Also try with your community folder empty, and any MS Store purchases uninstalled.
Are you at your assigned altitude when requesting? I’ve found that usually ATC will adjust from your assigned altitude and then keep track and adjust accordingly.
For example, if you are at 5000ft climbing to your assigned 12000 ft and ask atc for a 2000ft decrease it will subtract 2000 from 12000 and your next assigned will become 10000ft (it may ask you to climb to 12000 first and then expect it). If you turn right around and ask for another 2000ft decrease then your next assigned will change to 8000ft. If you then ask for a 4000ft increase your next assigned will change to 12000ft. All of this can happen while you are still climbing to your initial 12000 ft assigned. Everything you ask for is accumulative until your reach whatever ATC last assigned you.

I have had it happen a number of times. I am not certain I mis-clicked, or game bugged, or the still climbing to altitude issue.
I too, has given up on requesting altitude changes until at assigned cruise, as it seems to reduce the problem, but not eliminated.
Happens to me if ATC terminates radar service and then I have to request a new flight following. They’ll assign a different altitude then when I’m at, e.g. I’m at FL380 and they tell me to go to FL220. So I’ll ask for an increase by 10000 (to be followed by 6000) and it asked for e.g. a decrease by 2000.
At this point I’m really not going to bother with ATC anymore until the approach.
So it doesn’t only happen when ATC terminates radar service. Just now initial clearance to 6000, after reaching 6000 requesting an increase by 10000, requests FL240. I request another increase of 10000, this time I’m cleared to FL340. Then I do my final request to get to FL390, so by 5000… Asks for clearance to FL440… Apparently a simple “requestedAltitude = clearedAltitude + possibleIncrements[chosenIncrement]” is just too hard to code.
Edit: Two more instances of how broken it is, cleared for 12000, asking for a 10000 increase results in asking for FL420, in an A320… And just now again, cleared for 11000, asked for 10000 increase and requests for F260 instead. Like, djeez… Is it just “+ rand”?
Yes, I have seen it, most often asking for a decrease and it gives me and Increase altitude … I’m very careful to make the correct initial request "Request Altitude Decrease …
The initially cleared altitude is rarely there cruise altitude the ATC is assigning. Unless you are flying to a flight plan it seems pretty random.
Let’s say you are flying at FL020 and ATC had previously given you climb instructions to FL023. You request an increase of 10,000 ft to get to FL030. ATC gives you climb instructions to FL033.
Let’s say you want to stay at FL020. Do you mute your radio to not hear ATC? Do you request an altitude increase or decrease? If so, how much?
There are many times I have requested an altitude increase instead of decrease or decrease instead of increase. Trying to recover from my mistakes is often maddening.
The answer to the above question is you should ask for a decrease of 3,000 ft. ATC will instruct you to descend to FL020 even though you are already at that altitude. Why? Because ATC assigns altitude based on the altitude where you should be, not the altitude you are at. And ATC will stop bugging you.

I’m flying a 30 minutes distance using a Cessna C172 IFR at most 5000fts, ATC says me to ascend FL120, that is too much for the short of the plan…
When i request 6000 fts … Pilot respond to request 9000 … never is the same as what i requested… is this an expected behaviour.?
Why does ATC assign FL120? Is there a 10,000 ft mountain ahead of you? Are there airway altitude restrictions? Just because the flight plan says 30 minutes at 5,000 ft doesn’t mean ATC won’t give you anything different when flying IFR. However ATC does not give out random altitudes at random times to random aircraft.
Ive had ATC try several times try to get me to fly into the side of a MTN in MSFS2020, so far it’s only happened once in MSFS2924.
