If it doesn’t, it is just plain wrong.
e.g.
I was stuck at Brize Norton with low cloud so decided to register an IFR plan.
I was off to Cranwell, which is EAST.
I was instructed to climb to 4000’, which is WRONG.
“East is odd, and west is odder.”
3000’ for a ( light aircraft < 2,500kg ) IFR flight to the east.
3500’ for VFR of the same aircraft.
Over England, on that trip, 1500’ is OK.
I climbed to 3000’ where there were no cloulds and looking ahead, there was sight of the ground, so abandonned IFR to VFR when I had clear sight of the ground. Descended to 1500’ and it was plain sailing.
