ISSUE DESCRIPTION
Description of the issue:
The panel lights in the Saab 340 are non-functional. The dials that control their intensity turn, but do not change the intensity of the lights, which appears to be stuck at 0%.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
- In free flight, choose the Saab 340, select a parking spot at any airport, select (for convenience) clears skies at midnight local time.
- Start the flight. Skip the walkaround & enter the aircraft. Turn off the pilot flashlight.
(Note that some switches are illuminated, but that is a separate bug). - Either manually start the engines or use the Engine AutoStart command.
- Note that background illumination for switches and glass displays are illuminated. (Screenshot #1)
- Turn the Pilots Panel light dial (to the left of the Floodlight dial) to 100%. Note that nothing happens. (Screenshot #2)
- Re-orientate your view to the overhead panel (Screenshot #3)
- Turn the Panel Lights (Center of panel), OVHD Panel Lights & Panel Lights (left-hand side of panel) dials to 100%. Note that nothing happens. (Screenshots 4, 5, 6)
Expected behavior: Non-glass gauges and switches etc. have illumination sufficient to be able to use them at night.
Actual behavior: Non-glass gauges and switches remain dark. Aircraft cannot be flown without using either the pilot flashlight or setting the floodlight to 100% in order to see the gauges & switches during ground operations or in-flight.
