Saitek combat rudder movement strange<Solved>

The width of the Sitek combat rudder movement is strange.
There’s no middle. It’s either zero or a hundred Percent.
I checked on another program.
It works well in other simulations P3D

Is this an bug? If not, how can I solve it?

Assign Rudder to “Rudder Axis”

I’ve done all the setting. assign and sensitivity.
The strange thing is that sim doesn’t recognize Rudder at the default tap.
