I’ve been under a rock for a while - I haven’t seen any information or instructions on modifying the content.xml file. I didn’t even know the existence of a content.xml file 
This reminds me of X-Plane11 where the order of files in the Scenery folder would determine if things rendered properly - or at all.
I have Navigraph and just purchased the CUSCO payware scenery. I am unable to load any approaches or SIDS in the payware even though they worked fine with the default scenery. Is there any modification I can make to a file structure to get this to work?
(I did contact the scenery author and they are looking into it)
