Scenery package order manager resets scenario prioritization every sim restart

Description of the issue:

Scenery package order manager does not save the new scenery prioritization, reset after every restart of the simulator. Reinstalling the sim does not help.

There are some of scenery addons, which cover different regions but overlap at the certain airport. They both are needed. When overlapping happens, happens visual artefacts, for example - ground height difference. To make them all working together properly we need to give them different priority numbers in the scenery package order manager.
The unofficial scenery addons in the manager have default priority number “NONE” as you can see on the screen. The official sceneries have a certain numeric priority number. SO, when I change the priority number of the official sceneries to any other number, the new number REMAINS after restarting the sim. BUT if I change the “NONE” priority number of the unofficial scenery addons (which is given by default to all unofficial sceneries) to CERTAIN NUMERIC priority number, it changes back to “NONE” after restarting the sim, so the conflict of the two unofficial scenery addons added to community folder happens again, because they are not separated to different pr. numbers in the scenery priority manager.

[PC Only] Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue?

Yes.

FREQUENCY OF ISSUE

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?

Every sim restart.

  1. Add some unofficial scenery addons to community folder.
  2. Launch sim.
  3. Open Package reorder tool.
  4. See that the official sceneries have numeric numbers of priority level and the unofficial scenery addons have “NONE”.
  5. Set with the arrows priority levels of the official and unofficial scenery addons to ANOTHER NUMERIC priority numbers.
  6. Quit sim.
  7. Launch sim.
  8. Observe that the official sceneries have retained their new priority numbers and the unofficial scenery addons have not retained their new priority numbers and have again “NONE”.

Do you have the same issue if you follow the OP’s steps to reproduce it?
• Yes, if this bug is what I think it is. The lack of descriptive detail in the OP leaves me wondering.

Provide extra information to complete the original description of the issue:
• I have a content load order issue with Navigraph’s AIRAC cycle. My only solution is to use Settings > General > Advanced Options > Package reorder tool to put Navigraph at the top of the list, so it will load last. This worked for the subsequent, required reload. However, the next quit and relaunch of the sim the Navigraph issue returned. When I opened the Package reorder tool, Navigraph is still in the same position where I had put it. To get the custom order to work again, I have to move Navigraph one place, then move it back, quit the sim and relaunch it. I have to do this every time I quit/relaunch the sim now — the custom order isn’t being retained on a subsequent quit/reload cycle after repositioning content with the tool even though the order appears unchanged in the tool.

To break this down after having already positioned Navigraph to the top of the list followed by one reload cycle of the sim and quitting after use:

  1. Launch sim
  2. Navigraph doesn’t work
  3. Open Package reorder tool
  4. Move Navigraph one place
  5. Move Navigraph back
  6. Quit sim
  7. Launch sim
  8. Navigraph works correctly
  9. Quit sim
  10. Relaunch sim
  11. Navigraph doesn’t work
  12. Repeat steps 3 through 8
  13. Do this every time I wish to use the sim
