Settings File location?

I have heard there is a settings configuration file that is located somewhere on my hard drive that saves my settings? I have heard that they are located on the cloud, but I cannot seem to find it. I have found the usercfg.opt file in the localCache folder but I am not sure if this is the file that MSFS saves settings to.
