Yes that is part of it for sure. It’s also making sure that the fps is reliably hitting the perfect fraction of the refresh rate. So if your box is smashing out 40-48 fps irregularly and you are set to 90 hz refresh rate, its better to throttle it at 30 fps as you know you will be able to constantly hit that as a reliable fraction of the refresh rate. As @BearsAreCool510 mentions, Rivatuner is apparently the go to for this. I havent used it yet but lots of people give it the big tick.
