Interesting! That means you cannot exceed the MTOW from the in-game W&B panel. My recommendation then is to set the fuel to whatever you want (maybe you want to go 100%? maybe not?) then set the passengers after. Certain planes won’t let you get anywhere near MTOW without passengers. So thats all down to strategy.
