Since plane’s manoeuvrability near MTOW should be somewhat similar regardless of payload composition (except CG difference one could say though…), I guess most people will prefer Max fuel then slide the payload slide. This also gives possibility to dump fuel to reduce weight before landing - we cannot dump pessengers to reduce weight if we think the plane is too heavy to land.
Of course, this may ruin your thought on encouraging participants to have better fuel planning.
