With the new update out, it would be worthwhile loading that - it might update corrupted files (if any). Make a note of how big your download is, for comparison with other users - mine was about 900Mb for the store, and 1.4GB for the sim, and this seems pretty common.
If you’re using Steam, this has it’s own set of problems, so it would be worthwhile searching the forum.
Certainly empty your community folder if you have any add-ons. It seems every sim update requires an update to several of the add-ons.
Do you have any other problems with Windows? I looks like the problem may not be in the sim, but in Windows itself - the “MoAppHang” fault has caused many people problems, see for example https://win10.guru/win10-troubleshooting-woes/. Anyway, make sure Windows is up to date as well as the sim, and detach peripherals (joystick controllers etc) just in case.
