Sim skips option to update, have to terminate, reset and repair to get update option but then have to reinstall all content

Brief description of the issue:

When the sim is loading the update screen briefly flashes up then the sim skips it and loads. I then have to close the sim, go into the app settings, terminate, reset and repair then reload the sim. Once I have done this the update screen will stay so I can select the update however every time I have to do this I then need to reinstall all additional content including world updates from via content manager.
