Do you have the same issue if you follow the OP’s steps to reproduce it?
I have the same issue in Tasmania, Australia. Time Zone should be AEDT, but instead it’s two hours behind. UTC time is correct. If I check Melbourne Airport (YMML) the UTC and local time is correct:
