Microsoft no longer tests products for the Marketplace. Jorg Neumann discussed this in the May Developer livestream:
It is up to individual vendors to do a good job testing their own products and ensuring a high standard of quality.
This is no different than other on-line stores. For example, Amazon, Best Buy, etc. do not run quality control checks on software they sell on their webstores.
This change can be seen in the June 5th 2025 Development Update. Note that “In MS Testing” is now zero for all categories:
