check the windows hosts file is empty and try a different dns ( there are reports where the dns from the isp caused issues , may be because blocking list on isp side ).
These speedtests are more or less useless if you want find out a specific network issue. Because of these worst upload, compared with the download, I guess you have “cable” and this is a shared medium and here are very often the isp’s the bad boys…
