Brief description of the issue:
Whenever I have slow, unreliable Internet (around 100Kbit/s with spikes and dead periods) the Game will delete all Settings not saved to the Steam Cloud.
It will prompt me to Login to the X-Box/Microsoft Account and force me to go through Controls, Assistance, Graphics Settings, License Agreement and everything else, as if I was starting the Game up for the first time.
If the Internet is unreliable during this Period, the Game simply cannot be started, if I lose Connection the game will also crash and cannot be started even in Offline Mode.
Because I live aboard a Cargo Ship, this has cost me Weeks until I had quick LTE-Internet again.

Detailed steps to reproduce the issue encountered:
Have bad Internet, try to play the game after having accidently left it in Online Mode just before departure from Port.
