If you settings are not saving, then there may be a problem either communicating to the cloud or writing to the local usercfg file. Make sure the Xbox Services are running automatically.
- In the Windows search bar, type “Services”
- Select “Services”
- Scroll down to the bottom. Double-click on each entry for Xbox and make sure none of those services are not disabled or set to manual. Set everything to “Automatic”.
For the usercfg.opt file, you do not need to change it. Just make sure that it is not read only.
- Find the config file “UserCfg.opt”
- Right-click on UserCfg.opt
- Select Properties > General tab
- Uncheck Read-only
