Yep. IAS always.
Just imagine if ATC would give GS (and not IAS) and you enter an area of increased tailwind. In order to maintain the given GS the pilot would have to lower its IAS leading to a potential stall and crash. So therefore always IAS plus some more reasons beyond the scope here.
