you are confusing spoilers and speedbrakes. speedbrakes are used to increase drag (to reduce speed) only while spoilers are used to increase drag AND decrease lift. spoilers are rarely used during approach because they can lead aircraft to stall. they can be used few seconds during approach if the pilot needs a fast deceleration and quick altitude drop at the same time, in other words for emergency landing.
