Sorry, but that’s complete nonsense.
Spoilers = speedbrakes. They increase drag and also partially decrease lift.
Ground spoilers = they destroy lift. On most aircraft you can’t extend them in flight.
When used in flight, only a few spoiler panels act as spoilers/speedbrakes.
On ground, when acting as ground spoilers, all available spoiler panels extend and they extend to a much greater angle than in flight.
Both have nothing to do with an emergency landing.
If you use the spoilers/speedbrakes during the descent they must be retracted before landing!
There always a limit until when they need to be retracted. In most cases ~1000ft AGL.
