Brief description of the issue:
I start at parking and request IFR clearance from ATC. ATC tells me instructions and a SQUAWK code. I’m confirming the clearance and at this moment transponder turns itself on and assigned squawk code is set automatically. This should not be that way. I want to turn the transponder on by myself and set squawk manually

Sure I know. That’s how I do it. But I’m sure that in real life transponders don’t turn themselves on and set squawk automatically It is a clear bug in my opinion.
It’s not a bug, it’s a convenience step, just in the same way that the COM radios auto tune in sync with ATC directives on freq changes. It’s intended.
A bug would be the radios switching but the display shows inaccurate frequency.
Setting the transponder code automatically is a feature designed into MSFS. This is probably a better Wishlist item to remove this feature. There are many features in MSFS that are not identical to real world.
