There’s definitely some issues with missing freqs and approaches in the sim for that airport. Those need to be reported.
However, to clarify a couple of things about the approach and your comments. If you’re near VUPRI you won’t get a localizer signal since you’re nowhere near the narrow broadcast cone for a localizer signal. You’re going to have to be near ILPOX to get a localizer/GS signal to show up. Unlike a VOR which can be picked up from any angle (minus distance/interference issues), Localizers can only be picked up if you’re within the relatively narrow lateral broadcast area, identified by the small “fan” coming from the end of the runway toward ILPOX (the signal goes out further and a bit wider than the fan shown on the chart. The fan is just there to give you a visual idea of the ILS coverage), and if you’re within range of the localizer transmitter, which you will be at IPOX.
So if you’re coming into VUPRI, you need to fly along the DME arc shown on the chart (10.7 NM DME arc) until you’re near ILPOX, and then you’ll get the ILS broadcast (both localizer and glide slope signals) and can follow it in to the airport.
IF the approach was correctly modelled in the sim, and you activated the approach, the Garmin would fly the DME arc for you.
