I am stuck on activating packages 9% even after changing Windows Time service settings, re-syncing time and deleting StreamedPackages.
Am currently on the latest Sim Update 5 version, not Sim Update 5.1 beta.
Have repaired gaming services, updated Xbox app and deleted cloud saves, renamed my Community and Community2024 folders to no effect.
Activating packages is still not progressing past 9% since yesterday for me is constant for me
What could I try to get MSFS going again?
A default reinstall of 2024 is a good way to help diagnose this type of issue. It’s takes just a few minutes. Empty the community folder and clear caches…ck for latest NVidia drivers…restart..Your PC specs can be helpful as well… 
Seems to be MSFS server issues right now in Aus causing this, emptied my community folder no luck yet and updated drivers.
Yes…I’ve had my share of server fumbles here as well. They’ve been good lately eastern us..You may also try a vpn or network reset if you haven’t already. Disconnect your PC from the internet, launch the game, and wait for the “Connection Required” message to appear. Once you see it, reconnect to the internet and see if it bypasses the hang-up…good luck…
I am wondering if you have a corrupted aircraft in your StreamedPackages folder, seeing as you have an empty Community folder.
Rename your StreamedPackages folder, so you can recover it should it be necessary, and then try starting it up. Your StreamedPackages folder will rebuild and once it is loaded up, you will be at 19%, you can compare the size to the old one.
If there is a server delivery issue you will see that in the size of the new folder. I personally use the search tool Everything to monitor the size as it fills up.
Are there entries in your hosts file? They can also cause these issues.

Glad you got it working.
Now start adding back items a few at a time and retest to see if the issue occurs again.
