Stuck on black screen when starting 1.17.3.0 patch

Do you have any add-ons in your Community folder? If yes, please remove and retest before posting.
None, full reinstall, completely deleted local cache and community folder.

Brief description of the issue:
After installing latest patch 1.17.3.0 through Xbox/MS Store app the game only gets to a black screen after a short loading spinner and is stuck there. Never get to the install data part, or any other loading screen. During this, the process goes to 10% CPU load and 50% GPU load. No feedback given during this period and nothing happens after 5-10 minutes.

Detail steps to reproduce the issue encountered:
Install patch 1.17.3.0, try to launch game, get stuck on loading. Do a complete wipe of local files including the game install, community and local caches. Reinstall Xbox app. Again try to launch the game and still stuck.

Well, I finally found something that helps to some degree, using the tips for “STUCK ON A BLACK SCREEN AFTER HITTING PLAY” from Zendesk I am at least able to get to the game downloading the game data. The game however will not launch normally from the Xbox app or the MS Store.

Will see how it behaves after all data is installed again. Kind of annoying to have to reinstall 100+ GB of data with every update.

** UPDATE **
Still not possible to launch the game normally without -FastLaunch option added to command-line. If anyone has some tips to how this can be corrected that would be much appreciated as the help article in Zendesk does not go provide more information.
