It may not be the cause of anyone’s particular issue, but I had the same problem and did some extensive debugging on it this morning pinning it down to a scenery with an apostrophe in its directory name. By bug report is here:
If looking for bad manifests doesn’t help, try reading that thread and scanning for any such packages in your community folder.
