Stutter/Pauses with new hardware

Ever since upgrading my PC to a 9800X3D, Asus Tuf Gaming X870 Wi-Fi Plus, and TeamGroup T-Force 6000mhz RAM, I am experiencing stutters/pauses in both FS2024 and FS2020. This happens both on the ground and in the air and lowering settings does not appear to help. Please note, this does NOT appear to be a VRAM issue as I am careful with my settings to not exceed or go close to exceeding VRAM usage.

I have been doing baseline flights between EGLL and EGGP in the UK to establish a clear pattern and check if different bios settings and in game settings have an effect. I have not been able to solve this issue, and any help would be much appreciated.

Attached is a screenshot where you can see a blue line in my fps counter in dev mode when the pauses/stutters happen. I have not been able to find any resources on what this means.

Thermalright 360mm CPU cooler
Nvidia GeForce 4080 Super
TeamGroup T-Force 6000mhz RAM
Samsung 990 EVO SSD
TFORCE TM8FFW002T SSD
1000 watt BeQuiet PSU!

Things I have done to try to diagnose the issue:
*Cleared CMOS
*Enabled/Disabled Ftpm
*Enabled/Disabled C-States
*Enabled/Disabled Virtualization
*Run RAM at both JEDEC and EXPO profiles
*Updated BIOS
*Updated chipset
*Updated display driver to latest version
*Updated Thrustmaster Warthog HOTAS/Rudder drivers and firmware
*Removed Nvidia Audio Control Panel
*Removed GeForce Experience
*Removed Asus Armoury Crate
*Removed any other power monitoring software
*Checked for any CPU thermal throttling with HWinfo64
*Checked for any RAM overheating with HWinfo64
*Tested with all DLSS settings/TAA/MSAA, etc
*Used all graphics presets in FS2024, including low-end.
*Enabled/Disabled VSYNC
*Used optimized preset for FS2020 in Nvidia GeForce Experience before I removed GeForce Experience
