It seems to me it is something to do with the photogrammetry / Bing maps data and North America / US.
Whatever it is it’s an online aspect of the game. I don’t get any problems unless I do a flight in North America and when I do, after a while I get constantly repeating messages that I’m offline, then reconnected. Eventually the sim gives up and goes offline, the ground looks terrible but the stuttering reduces. If you turn the photogrammetry / Bing maps data back on again then it turns into a slideshow.
By the sound of it you have internet issues.
A couple of possible easy fixes are to disconnect power from, wait 10 seconds and then replug your router. If you use wifi either reset it in windows device manager or unplug and replug your wifi dongle and keep a free line of sight path from PC to router if possible.
Exactly same I had 8h ago. Was in a big group (with TTM(twitch streaming)) flying in N.America. Several reported stutters. I had constant stutters every 5sec. Seemed to access HD (or something) every 5 sec.
Restarted PC and loaded in somewhere else - no stutters.
I get systematic 1 second pauses when approaching airports, like some big data package was handled by CPU. Since SU11, in complex airports like London Heathrow or N.Y. JFK, heavy stutters when flying over buildings like 0.1 sec stops every 5 sec. This problem is stable and recurrent. Refresh rate is set to 30/s with Vsync ON (33ms/frame). Mainthread is fluctuating around 30ms. In order to increase margin vs. 33ms to reduce stutters I had to lower both terrain and object LOD downto 100, and disabled trafic. (by the way, AI trafic gave worse stutters than live trafic).

I think I know your problem. Visit the AMD site and download the latest bios, the latest processor driver and the latest chipset drivers. With your set up you should never need less than 200 LOD and should get over 40fps with mostly ultra.
Thanks for your suggestions. Confirm Bios is latest one. Went to AMD site and updated chipset software to latest one. No improvement. Went into Bios and tried disabling SVM mode (virtual machine): no improvement either. Pushed LOD to 150 as acceptable tradeoff at airports, keeping trafic off. Hoping further MSFS DX12 enhancements may relieve CPU even slightly (DirectStorage ?).
BTW, no issue outside airports with 200+ LOD.
While you’re in bios you could disable smt, off is great for MSFS but not so great for other apps etc. and have you got resizable bar enabled (needs 4G encoding too) and PBO enabled is a must
Yeah clearing rolling cache after any update is recommended, I have mine on a ramdrive which saves me the trouble as it clears every time I shutdown or restart my PC.
I’m a bit reluctant to change SMT for the good reasons you mention. Resizeable bar is unfortunately not available on my chipset (B350), starts from B450. PBO good idea, I hesitate as it tends to stress processors both in voltage and heat, but I may give it a try. Ran several benchmarks on my CPU (CPU-Z, OCCT), results aligned with Ryzen 7 3700x mean perfs.
Ah … Silly me just assumed you’d be on a 550 or 570, that explains why you’re down a little on MSFS performance. AMD is very good for dynamic core cooling and if I’m right you have a Wraith Prism cooler the same as I do (it was originally intended for the 5 series) so don’t worry about heat. I can’t speak for the 3700X but with PBO my 3800X doesn’t change voltages as far as I’ve noticed.
Yes you should … you don’t have to mess around with any other settings just enable it and it will give a nice extra boost. Mine went from 4.3 straight to 4.6 GHz
