Yes, you have 60fps. But look at your terrain LOD factor. It’s at 0.5, which if my understanding is correct, you aren’t actually seeing TLOD 400, but TLOD 200. It even tells you the reason: FPS.
If you haven’t already done so, set Dynamic settings to 30 fps.
True in this screenshot, but that’s not always the case. I have dynamic settings enabled, so it drops it as needed. But most of the time it’s 1.0. I just chose a bad example to post.
It’s probably a PG area, going by the variety of buildings. Always a cost to those.
