Is the xbox gaming service if I´m not wrong. It´s available at the MS Store so just go there and search for updates and it will install automatically.
But this won´t solve the issue because I have it and still have issues. The problem appears to be with the data on the cloud and locally on your computer not matching. Some days ago I got such a message (new variant of the issue) and asked me if I wanted to use my local data or the one on the cloud. I don´t know if this issue is only related to your profile data or the game´s content (addons and official files) but it´s a real pain. This started with SU9. I never had this error before.
