Can confirm that is missing on multiple landing challenges for me on the second attempt within one session.
My best score so far in the Halloween challenge was done without the target: The target is between 2nd and 3rd lights, a bit on the right.

So now, I go out of the Halloween challenge, to the main menu, re-enter the challenge and the target appears. It is easier with the target! Just managed 14th rank:
