Refresh that site a few times, chances are you will get different results.
This has been going on for awhile, maybe always.
For example right now refresh a few times, sometimes it will show the latest update is Aug 17, other times Aug 20.
Their replicas of the site or mirrors or whatever they are, aren’t kept in sync.
Or they are sending mixed messages to whatever caching mechanism is offloading the site and its serving up stale copies, or something.
Yeah this is still an issue…The 9/3 Development update has disappeared for me. Requires a bunch of refreshes to MAYBE have it show up again.

Website still facing this caching issue.
Although the content on the server has changed, the server sometimes returns 304 Not modified, with an old etag value, and old content.
The remote address is still the same for the two requests (52.154.67.183:443).
The chances that you miss an update due to this are very high.
Oh and while we are at it… is it really necessary for the main banner to cover the whole viewport?
